New tournament format: flexible format for 36 or 48 teams

Phase 1 – 12 groups

The tournament begins with 12 groups. The final ranking in this phase determines which league a team enters in the next phase: group winners, runners-up, third place, and with 48 teams also fourth place.

Based on the final group ranking, teams are placed into leagues. Each league contains four groups of three teams.

Phase 3 – Semifinals within each league

Each league proceeds to semifinals. This is not a knockout format: winners and losers both continue to play placement matches within their league.

Each league concludes with finals and placement matches, resulting in a complete final tournament ranking: 1 to 36 in a 36-team tournament, or 1 to 48 in a 48-team tournament.
